Difficulty to make a decision.

Feeling puzzled is having difficulty to make a decision. My understanding of puzzled is it’s a step further of confused, there is a sense a misunderstanding and refers to something that needs to be solved, it also brings a connotation of mysteriousness.

Example: Her attitude puzzles me. I can’t say if she is happy or not.
